Start → Run → services.msc. Find Windows Installer. Right-click → Stop if running. If set to Automatic, open Properties and change it to Manual.

Solution:

Start » Run » services.msc
Find the Windows Installer service.
Right-click and stop it if it's running
If it's set to Automatic, right-click, select Properties, and change it to Manual.
