The installer needs a license file in the same folder as setup.exe.

Network client: Place Palisade_NetworkClient.ini in the same folder. It tells the installer where to find the license server.
Course/standalone license: Place your .lic file in the folder, named exactly Palisade_Course.lic. Renaming it may prevent detection.
MSI installers: You may need to use the SETUPEXEDIR keyword to point to the .lic or .ini file location.
