Why does Automatic Deactivation fail with “not enough time has passed since the last deactivation”?

Answer: 

This is expected behavior. License terms allow only one deactivation in any 90-day period.

The clock starts when you deactivate, not when you activate.

• If you deactivated this license less than 90 days ago, you must wait before deactivating again.
• Reinstalling or manual deactivation will not help.

If the license was upgraded, the old license can no longer be transferred

• Deactivation is blocked.
• If you previously received a special exception (such as 2 deactivations in 180 days), the waiting period may be longer than you expect.
