Solution:

To fix the issue if restarting the Mac fails, please follow the steps below with NVivo closed.

1. Download this file (CloudTabs.db ) to your Desktop.

2. Remove the Full Desk permissions on the Mac by going to System Preferences > Security and Privacy > Privacy tab

4. Restart the computer. 

5. Add the Full Disk Access permissions back in the Privacy tab using the path in step 2

6. Copy the CloudTabs.db file into the Safari folder located in the main Library folder:
    - open the Finder and select the "Go" menu
    - press the Option key on the keyboard. The Library option should now appear in the Go list.
    - click on Library.

Once you paste the file into the Safari folder, you should no longer be prompted about disk access.
